My gut feeling its creation was funded by the elites to kill off the expendable members of the population but needed a nation completely invulnerable to scrutiny to deploy it. Seems that China fits the bill perfectly given the overt shit they do that people keep calling out that keeps getting ignored by the rest of the world.
