Born and raised in the US, I lived in another country for many years and I had to report on my foreign earnings. If I made to much which I never did, I would've been required to pay taxes to the US and the host country.

Would I have to pay double taxes? Not there as both countries had a non-double tax agreement. From memory that earning was around 90k US. Now if I was paying US taxes, should I get a check? I think so. There are probably specific rules if you quality for a check and if you've paid into the US system.

My guess, most people will not qualify for the money and if they did, they wouldn't get around the $200 mark.
