Foia does not have the teeth that it used to. The patriot act and NDAAs allow for discretion in releasing documents via FOIA so essentially anything someone doesn't want to release becomes an issue of national security. In this case it is easy to make the argument that learning how to demolish large buildings is a threat. I am not saying this is morally correct but it is legally so if you drop an FOIA on that you will get squat.

Pretty sure there are not normally demolition plans. But for the WTC complex , there probably would be. This is because they were asking for permission to demolish them for decades before 9/11 , as the cost of asbestos remediation in the buildings was looking to be FAR greater than the cost of demolition and rebuilding. But, due to that same asbestos, the requests to demolish it legally kept being denied.

Highly unlikely that (if there were) demolitions in the building that it was done through the normal gov docs programs. The only way to find that kind of documentation imo would be a hack of Kroll Associates, Stratesec or Paul Bremmer.
