I am not aware of the mechanism by which the O2 releases the captured energy. How long does the O2 keep the energy?

If my property is 50 feet from a 5G 60GHz emitter, what the likelihood of having energized O2 becoming breathable? What percentage of the molecules will be unusable?

What is so bad about all this is not that 60GHz is being beamed into you, but rather it is making oxygen unavailable for absorption. Think of all this like polluting the air so you cannot breath, and then add a respiratory disease like covid-19.
