That design is retarded. If it is going to be mobile then the mega yachts are already floating mansions. Perhaps they could shift more towards catamaran style ships and give up the ability to go down the panama canal, otherwise starting with a cruise liner as the base design is a no brainer.

If it is not gong to be mobile than off shore oil rigs already have the best design for that. Basically floating pylons anchored to the ocean floor and the platform built across them. This minimizes any swaying and rolling.

The Rothschildes already have many islands they own, which don't show up on any maps and are probably protected by a private navy, or more likely the navy of whatever government they own in the region.
