That's a bus used by local emergency response agencies to conduct chemical spill drills.

http://www.ascension-caer.org

"Who is CAER? In 1985, several Ascension Parish Chemical Companies joined forces, brought together by their desire to educate area residents about the industry’s function in the community. The result is the 16-member Ascension Parish Chemical Industry’s Community Awareness Emergency Response, or CAER, Committee. The 15 chemical company representatives, and the Parish Office of Homeland Security and Emergency Preparedness that make up CAER, comprised a program designed to inform the community about the chemical industry, what it manufactures, and what chemicals are used in the plants."

Southern Louisiana has been basically a large, continuous chemical spill since the 1950's. Blyech. I used to live there. I feel sorry for the people who still do.

But, why does the bus state, 'Mass Casualty' on it?

If it is a clean up bus used for oil spills, why does it appear more like a school bus to transport people opposed to a typical work van? Why so many windows that are also tinted?

It just looks very suspicious IMO.

It's not a "clean up bus". When you work at a chemical plant they occasionally have spill drills like high schools do for shooters. Some employees pretend to have chemical burns, and go to the Mass Casualty bus for pretend bandages, eye washes, and oxygen.

The windows are tinted because it's freakin hot in south Louisiana.

The whole thing is basically a Public Relations operation so the chemical companies so they can say "See? We care about employees and our community" . In reality the only thing they care about when a tanker car derails and kills scores of people in a neighborhood is how much money it's going to cost them.
