This is simply an effect between the shutter speed of the camera and the shaking of the water. The camera takes a picture 30 times per second, and when you happen to shake the water source at the same frequency as the camera shutter, it looks like the water is standing still. It looks cool, but it is just a visual trick created because of the frame rate of the camera. Nothing to do with DEW.
