Unless you are using Linux, your OS is probably collecting data from your machine. If you use a phone, it is collecting data on your usage. Windows purports to use the data to provide a better service. I think that is likely the actual truth. Sure it could also be some black ops agency back-end, but why would they need Microsoft for that?
