A highly classified Top Secret program called Continuity Of Government or COG which developed Government Contingency Plans to protect and preserve the executive branch of Government in the face of any imaginable threat or event .. a think tank called the Project for the New American Century or PNAC which consisted of Neo Conservatives and Military Industrial Complex big wigs.

Prior to 9/11 PNAC published a document called Rebuilding America’s Defenses, which outlined a 100 year plan of massive military expansion and empire building world wide. The authors wrote that “the process of transformation is likely to be a long one, absent some catastrophic and catalyzing event, like a new pearl harbor.” In early 2001 this group of well connected insiders, were looking for an event. They understood that the best way to get people to go to war is to convince them they are under attack, and then rally them against a common enemy.
