It looks like the weather sat is in geosync above approximately San Francisco. The infrared line is coming from a different point than yesterday meaning that the laser satellite (or ship, downvote away) is relatively mobile. The laser doesn't seem to be firing straight down so without a few other measurements it would be hard to calculate where it is.
