This is very common all across the country. I've never heard of a state prohibiting this practice. The police cars carry license readers that automatically scan, log, and run every license plate a cop car sees as they drive around on patrol. It's disgusting, and it's the sort of thing that makes you just know that they would do this for people if they could find a way.
