Basically this. Paddock was there to sell guns to the hit crew, just thinking it was a run-of-the-mill illegal CIA gun sale. The hit crew were to get the guns, pop paddock, then go upstairs to hit MBS. MBS happened to be out at the casino across the street at the time of the hit (I'm unable to find the MBS extraction vid at the moment, but it was circulating in 2017). The concert event was supposed to be cover for the hit, but it turned in to cover for the botch.

Some people suggest a shooter was firing from the opposite side of the hotel, pointing at the airport instead of at the concert. This is described as an attempt on POTUS, but I've found little to verify the claim.
