high power Infrared LEDs + a halo/headband of sorts = too bright for IR security cameras (and most non-security cameras will receive IR too)

Hahahaha, no, these will never work.

Look, they can track you by almost anything - the specific way that you walk, for exmaple. How you write (which words and phrases you favor and the like). They can even track you by the way in which you type on a keyboard. Your voice. Anything.

If you think there is some kind of bullshit product to buy that will fix it, you are very naive.

How many of these hold up in court? "We know it was him because nobody else walks like a doofus"

Also, this technology works outside of specifically marketed products, too. You don't have to buy the one the company makes. That's the whole reason patents expire (and how lawsuits can't be made against people who aren't trying to capitalize on it).

They don't necessarily need to hold up in court. Those methods of tracking could simply be used while the people doing the tracking are collecting evidence. Or they could be used to track fugitives or suspects, in which case there would probably be evidence enough waiting for them in court.

For that matter, tptb might not even want political dissidents to wind up in court.
