Wrong. You can tune your guitar to 432 Hz, or whatever A frequency you want, at any time with no problems. All the other strings and fret positions are tuned relative to whatever A pitch you start from. Try it yourself sometime, and you probably won't notice that one sounds substantially "better" or "worse". All pitch is relative to whatever you start with.
