Okay so lets say an actual terrorist attack happens, and you don't know who did it. You will basically arrest everyone you have a suspicion about. So I think many people might have been arrested and scanned and then later realised that they had nothing to do with it.

However it might be that people will judge them for it eventough they had nothing to do with it. So they stop the news from spreading lies. However with anything it might also be to for fill their agenda. But I think these kinds of situations are basically damage control, as for legit or illegitimate reasons.
