Here a step by step book on how it would effect congress: Become president --> State things in public about plans --> World observes views --> sheeples are aware of issue being dealt with --> are more likely to contact their reprisentatives.

And even if this fails, there is more awareness. Which makes it more likely for people react.

THIS. You want to finance universal tuition or universal healthcare? Then we need to stop the war machine. People talk about how much "Welfare" or "Illegal immigrants" cost us, without blinking at trillion dollar wars which accomplish nothing.

Better to have B-2s whose very existence means you don't need to use them, than not have them and wish you did. They're not exactly something you just pull out of your ass in a week if a real war breaks out.
