Does anyone else find it odd that ISIS has been a large uniting factor of Middle Eastern countries?

Iran, Libya (North Africa but ISIS is there as well), Egypt, Syria, Jordan, Israel, Iraq, Turkey, and the Kurdish people. All these former enemies are now, while likely still hostile, at least in agreement that ISIS is a regional threat to their security.

Now of course this isn't the conspiracy. What if the CIA militarized the local people where ISIS formed and then advised Iraqi officials into allowing them to "lose" territory. For one it, combined with other global economic factors, lowered US oil prices to the lowest prices in years, and it has created a unifying enemy that all the unstable region of the Middle East can fight against.

Factor in the point that most people in America, according to online social media that I've seen, think that Middle Eastern countries should be fighting ISIS instead of the US army and we have a very convenient group that seemingly grew rapidly, unifies a group of previously hostile countries, helps the domestic US oil market, and lowers the resolve of militant fanatics in the region as a whole.
