I have been unable to find anything that discusses a "global police force". All I can find is talk about information sharing and approaches to handling problems, though they are all vague. There is nothing that allows for new powers for existing authorities or the creation of new entirely new authorities.

Please pay attention to how poorly that woman is able to read aloud and tell me if you think she has the ability to understand what she's reading.
