The Soviet Union was basically a mess of nationalities dominated by the Russians. It's why it broke up on ethnic lines. The Mongol Empire just broke up into four competing nations. Like the Roman Empire, it simply overextended itself, and then began to break up. The British Empire also held down countless other peoples as an effective subject population under British rule. After World War II, Britain became too financially weak to effectively resist the breakup of the empire, and with the possible exception of Kenya, was unwilling to use extreme, Nazi-like methods of brutality to hold it down.

In Israel's case, if the Israeli-Arabs become a majority of the population (they currently have a higher birthrate than Jews, although that is changing, and Jewish immigration to Israel is growing), perhaps if the Palestinians demand and get the vote, they can simply vote Israel out of existence and replace it with Palestine.
