I feel like the US hardly tries to hide this anymore. Some places, they actively promote doing it (like the Free Syrian Army), and others, they want to act like they have nothing to do with it (like Ukraine). They've been doing it for decades, they've been caught numerous times (Iran-Contra comes to mind), and to think that it's stopped, and even to think that it's not part of policy, is naive in my mind.
