That will work. Just make it illegal for any transportation company to accept payment from any government entity for the purpose of relocating indigent and/or mentally defective people across state lines. When the state wants to fund the movement of people they have to fill out a federal form certifying they are in compliance and make it a felony for any person to provide fraudulent information on that form with some mandatory jail time attached.
