It's California. They probably banned all flags--especially the Mexican flag--which seems to come out during school riots. But Raiders flag, Lakers flag, LA Dodgers have gang affiliations in California.

The Sueno gang is better known as MS-13. I guess 13 and 31 are interchangeable--especially when making gang signs with your hands.
