Money. If an FBI investigation ends too early, the funds run dry and they have to find another case to pursue. A case like this is an easy way to keep the money flowing and keep the agents employed.

They just wanted to make sure they weren't going to end up busting anyone they weren't supposed to.

it is not illegal to be a pedophile, it is illegal to molest children. if they had legally collected information that proved he was molesting children then they should have prosecuted. if they illegally had information proving he had molested children than they should have flagged him for further investigations that would result in legal prosecution, perhaps they should have talked to the victims. if they had drag-netted the information than they are guilty of a much more severe crime and should be prosecuted themselves.
