That article is deceptive. Chemtrails are an attempt to simulate the atmospheric conditions after a volcanic eruption. They do it by spraying the fly ash from coal fired power plants just above the troposphere. The goal is to lower a region's temperature and condense moisture out of the air to increase precipitation. It's not a perfect solution as every intervention produces side effects, not the least of which is that moisture is now not precipitating somewhere else. The fly ash can have some nasty stuff in it, but the calculus is that it's better for the most number of people to be able to eat, rather than face low levels of beryllium and aluminum for short periods of time. It scares most people because it is done in secret and without public comment, but it is done under the auspices of national security because making sure citizens get enough food to eat actually is a national security concern and there are concerns about other countries using this technology. The electromagnetic energy it talks about is actually the sun's energy being bounced back into space by the fly ash and HAARP is something else that is piggy-backing on this program.
