Am I hearing a change in the storyline?

Initially, the allegations were that the plane was over Turkish airspace when it was shot down. Now I'm reading that it was headed into Turkish airspace when it was shot down.

According to what Lavrov says in the video, Erdogan claims the plane was in turkish airspace for 17 seconds. Thats obviously no reason to shoot it down, but I dont see the change in narrative you mention.
