Police do not have a quota system, at least not legally. There may be unspoken expectations, however.

Never assume an agency or department to be incorruptible. Never incentivize failure with increases in budget and power.

They've arrested over 80k foreign "terrorists" during the War On Terror so far, I'm sure they have no qualms arresting even a 10th that of Americans.

Because of this I would like to see every government position to have live webcams available for anyone to view at anytime, there really is no reason for "State" secrets, it only welcomes this iteration of "Democracy."

Sadly an open-source world is completely rejected due to losing the battle with those who enjoy the levels of greed our "perfect" economic ecosystem allows those with power to obtain.

I don't think more surveillance is the answer to anything. I think people should just chill the fuck out and learn to live and let live. But in my hippie utopia govts and corps also have a sense of social responsibility, and violence is decried for the barbarism it is, so...

The primary mission of the Department of Energy was to end dependence on foreign oil. Our dependence has increased right along with their budget. This is the problem with virtually any government program. If it doesn't work, it simply needs more funding.

A failed government program: "It didn't work because we didn't have enough funding."
