If someone purchased weapons for someone else who may or may not pass background check, it is a straw purchase and considered illegal. If someone modified the weapons to circumvent law restrictions, they are also illegal. Why was the police department insisting these weapons were legal? Why haven't they arrested the straw purchaser and modifier?
