Idk the European end game is pretty convoluted, not just in Syria but for every other policy that they enact. It leads me to believe that nobody is steering this train. That's a big contrast with the US, a deep state with the clear goal of maintaining dollar denominated oil markets.

The pipeline is necessary if only to weaken Russia and strengthen Israel, but it seems unlikely that those are the only goals here. There are probably a number of parties with parallel interests like cheap labor, defense contracts, single world currency, etc.
