One, philly isn't important. Anyone who says otherwise has either never been to philly or has never spent any real time in any other city on the east coast. Baltimore is the sister city to the capital and so some real power players are in that area. Two, the size of NY means you could adjust that line quite a bit to go to nearly anything near the coast left of NY.

I know you guys are going to laugh at baltimore saying its nothing but run down and full of niggers. Have you been to DC. The important cities are run by people who live in small mansions in artificially rural areas just outside of the city (or rather the city is run by locals but the outward impact of the city and thus its power is not local). If it's important the actual city itself is going to be full of powerless placeholders.
