TL;DR: European Union made a deal with Syria. Europe takes the Sunnis out of Syria in exchange for pipelines.

So Europe is dependent on Russia for natural gas and Russia uses this power too often and/or it gives them too much power and influence over Europe. Europe wants to build a pipeline through Syria to take some of that power and influence away from Russia, but Syria's leader wouldn't allow it.

US and Europe start and fund the civil war in Syria by convincing the Sunni Muslims (who were the majority) to overthrow the minority Shiite Muslim government. That fails.

Now the Shiite government of Syria has a majority of its people hating the government. This civil war will result in the majority of the population being pissed off and feeling persecuted for generations. The government realizes that there will be constant uprisings and problems for decades.

The Syrian government makes a deal with Europe. Europe takes millions of Sunnis off its hands, enough so that the Shiites are the majority in Syria and there are so few Sunnis that they won't cause problems. Then Syria will allow the pipelines to be built.

US and Canada, being NATO countries that want to limit Russia's power and influence, take some also. But a country like Switzerland doesn't take any because they aren't part of the EU or NATO.

European Union's leaders chose the lesser of two evils. Take power and influence away from Russia at the expense of screwing over its citizens. Understand that the leaders are wealthy people who can avoid the day to day rapes and crimes that the general population will have to endure.

My theory is that when all the refugees are settled in Europe there'll be pipelines built. Or Russia will try to put a stop to it and WW3 will begin.
