I think that accusing a president of attacking "his own people" so to speak is well beyond the standard propaganda (except under very specific circumstances). :)

Hmm I would actually argue it is rather common, particularly in the US-Russia narrative. Russia's propaganda wing (Russia Today) often supports accusations of false flag attacks in the US. Just because the words are not coming from a politician's mouth does not mean it is not government-sponsored. Likewise, the US consistently used that line of rhetoric against Saddam, and uses it today against Assad. Accusations can be true; it usually is just "whataboutism" and shifting goalposts of arguments.

Putin is going against the United States effort in the Middle East.
