Shkreli wasn't arrested because of the fraud. There have been others who have done far worse than this guy did and never got arrested.

Shkreli was arrested because he had a big mouth and was bringing unwanted attention to the Pharmaceutical industry that the top executives of such firms didn't want or need, especially in today's time where the Pharmas and the medical industry in general is under scrutiny for their unjustified practice of keeping prices high.

The top executives of the Pharmas called in favors owed to them by their bought politicians to shut this guy up.

He had the rights to the drug and he ran the business at the top. Rising the price of a drug when the rights are in your control is as illegal as McDonald's jacking up the prices of their Big Mac. I understand it's meant to treat serious illnesses but it's not illegal to do

Yeah, I mean, morally speaking I'm more upset that he did the drug thing than the financial thing... but it's not illegal to be a greedy prick. Meanwhile robbing other greedy pricks IS illegal, even if I have relatively little sympathy for wall street.

What if there was a law to charge companies (and/or the people in charge of them) for endangering significant human life? Would that be good? (Assuming the government could be trusted, and assuming laws were made to be fair)

There are laws against significantly endangering human life. Owning a pill distribution company and setting the prices don't apply.

Yes. And if ppl couldn't set prices, they might not spend all the $ to develope the pill in the first place. Life is tough, more rules don't fix everything.
