Um no. The CIA has not admitted to staging the beheadings. Some at the CIA have admitted to staging other jihadist videos that weren't released. Learn to read.

To create propaganda pieces to get the public movie forward on controversial wars/bills/the bottom line.

What do you think the purpose of the CIA is? If everything the public believes to be true isn't even close to the reality, you have a brain dead population which is easy to control.
