This is one of those things that 5 or 10 years ago I would've thought to be hyperbolic, but I now realize is absolutely right on the money. They literally are psychopaths, unable to feel empathy or imagine life in the shoes of another. And power systems like governments or police or companies self-select, they filter for, these psychopaths because they're the ones that best serve the stated goals of the organization, and aren't bothered enough by it to quit or lose sleep. Literal high-functioning psychopaths.
