I don't believe for a minute that they would spend billions of pounds on a spying apparatus, and then not use it.

There are spending billions of pounds on two aircraft carriers and are only going to use one.

Also it does not seem that the F-35 is going to be ready in time for the launch of the first one, for which they are planning the use of the carrier around.

Remember the UK does not have the limitless budgets of certain other countries.
