Neal Tyson's explaination is bad science even. What he says is true but his explaination (also true) isn't explination for why the ocean is further from the center at the equator. Actually even that has some bull to it. Indonisia has a lower sea level than much of the world and it is near the equator. It's a complex subject but the Earth's oblique shape has nothing to do with it.

Neal is a terrible scientist and a propagandist. He speaks to the average person's level because he's not far above it and because he couldn't cut it doing real work.

No, I think Sagan himself was fine. He is what I sort of aspire to be, some cross between scientist and philosopher. I definitely see early mind control techniques present in Cosmos though. You're also encouraged to watch it while tripping or high.
