just recently i noticed some new fixtures on the power line only thing that really spoke out to me were a circle of leds just hanging from the line in this white enclosure, they are only on the ways in and out of town, pretty sure its a camera tracking license plates and keeping tabs of who comes in and out.

I don't think it's illegal to take a picture of a 'Smart' lamp

Wow! Can you get some pics to show us perhaps? This is a crazy undertaking if the city put cameras, ir cameras, and mics on each street light each with its own wifi signal. Very intriguing please get some pics!
