There is a very similar scam that is still effecting not only children but adults of all ages. Get caught with a petty amount of drugs or drink driving; you got options. You can either go to juvy and have a record or you can go to AA or Rehab. Both of which are based on 12 step programs. In other worse they tell you that you have a disease and the only cure is: GOD. Rehab and AA do not do anything beneficial but they lobby and bribe to have their programs basically required. Thus funding themselves into existence.
