Are National Guard members even skilled enough to coordinate the 'capture of a civilian' while a moving vehicle is strategically driven by to 'block view of the arrest from cameras'?

Looks to me like they just arrested him and the vehicle happened to be driven by. No offense to state's local national guard but I do not think they receive that sort of training, and that it was just a coincidence. I could be wrong though, of course.
