Well If so then maybe you are correct, however taxes need collecting so some sort of an agency needs to be doing it. Id think that IRS could be salvaged by changing its top brass and giving more oversight to government.

Now the CIA however is a horribly independent organization, much like the federal reserve, just changing the top brass there would result it behaving like a rubber ball, soon the top brass would be rechanged/corrupted to the brim. And how doesent the CIA impact the average citizen? NSA is part of the CIA, CIA is said to have been behind a lot of grand scale events that have both plummeted USA into wars and probaly rescued from a few. And a huge problem: CIA could have been behind both the assassination of JFK and the removal of Nixon. JFK could have really propagated change for the government and instead CIA acted as a failsafe and removed him and his ideals from the table.

So if a second coming of some future revolutionary president starts making changes should he first reign in his potential threats or try to change the system directly until he'd be removed?

what is wrong with IRS? somebody needs to gather taxes. As i understand they are not the ones who make the tax code or the budget. That's like blaming the teachers for teaching / not teaching something, when they are not the ones who decide what they can and need to teach.
