I know the programs they have are effective if they already have a target, but from my understanding they don't have the tech required for an autonomous detection system. They have keyword based detection and archiving but it still requires a person to pull the records and put the pieces together. It isn't like they have some anti-terrorism detection system yet, although I'm sure someone's building one.
