He's saying that pretty much every poster in the conspiracy subreddit is posting from the same IP, which happens to be located at a naval base.

I looked at a few of the frequent posters in that sub, and some of them are dedicated accounts that just post links every few hours to the sub, like 10's a day. Others are the same with comments thrown in to control the narrative. Highly active accounts, almost as if they are paid to post etc.
