No. I do believe it was bush/Cheney that got this thing kicked off into the war on terrorism, introduced the Patriot act and also claimed weapons of mass destruction. Osama had talked about creating a caliphate like ISIS for years. It was on of his goals for 9/11. Maybe the wars helped radicalize people and remove Saddams boot from their neck, but ISIS was always the goal of many Muslims.
